Clean Arunachal Campaign

Itanagar, Feb 01: The Clean Arunachal Campaign with the theme “My city, My pride, I’ll clean it” to mark the 30th Statehood Celebration got off to a successful start on Monday  with people from all walks of life participating and taking part in the cleanliness drive.

People were seen enthusiastically participating in the cleanliness drive throughout the Capital Complex. Vehicles from the Itanagar Municipal Council were seen plying till late in the evening collecting garbage from the respective areas to the dumping ground. The clean Arunachal fortnight would be carried out till the 13th of this month.

The campaign which is a brainchild of the Chief Secretary Ramesh Negi foresees a clean and green Arunachal.

In the morning, he visited many zones in Itanagar, encouraging more people to come forward, reports DIPRO

YUPIA: Mass cleanliness drive was conducted at DC office headquarter and premises of all other offices under aegis of Clean Arunachal Campaign on Tuesday. Officers and staffs and ITBP personnel enthusiastically took part in the cleanliness drive.

YINGKIONG: The officers and staffs of office of the Deputy Commissioner, Upper Siang conducted Social Services in its premises under the Swachch Bharat Abhiyan.

The Deputy Commissioner Remo Kamki also participated in the cleaning up event.

Tawang: In spite of inclement weather coupled with snowfall, large number of people participated in the first day of "Clean Arunachal Campaign" in Tawang. DC himself personally monitored the campaign. Cleaniness drives were also organised in various outpost administrative circles, reports DIPRO.

A mass social service was conducted at Biological Park (Zoo), Itanagar under the guidance of Curator of the Park Raya Flago Taniang.

During the first day of 13 days mass social service programme, they had cleaned the whole length of approach road from Zoo tinali to Main gate of zoo. Apart from zoo staff, public of Lorputu and Ganga villages, executive members of Biological Park Gekar Senyi Protection and Development Committee took part at the event.

Chief Secretary Ramesh Negi who inspected the progress of social service works at Biological Park, Itanagar directed the zoo authority to prepare estimates for CC pavement of 1.5Km approach road of zoo.

 

 

I am nobody’s agent: Rajkhowa

ITANAGAR, Feb 01: The Governor of Arunachal Pradesh JP Rajkhowa today said that he has never been part of any political party and he is nobody’s agent.

“I have not been part of any political party ever in my life. People should give specific evidence before alleging me as BJP and RSS agent. I am nobody’s agent,” said Governor.

At his first press conference after taking over the state at Rajbhawan, Rajkhowa further denied allegation that he has cited killing of cow as reason for imposition of President Rule in the state. He clarified that he mentioned killing of Mithun in the report. He also thrashed report published in a Guwahati based daily which had claimed that Rajkhowa worked as advisor to Assam Chief Minister Tarun Gogoi post retirement from government job.

The same report had also alleged that Rajkhowa was a regular visitor at the BJP headquarters in Guwahati.

He also expressed the hope that soon a stable government will take over the reign and said that PR is only a temporary measure.

Rajkhowa informed that law and order has been brought under control in the state since imposition of PR. He also stated that corruption free administration will be main motto of his governance.

Governor further directed the DGP who was present during the press conference to ensure that no citizens are unnecessarily harassed by the security forces. He appealed to the political parties for their fullest cooperation and to have patience. He said that funds including, SIDF, TFC grants etc. will be distributed equitably and rationally, without discrimination.  Governor further sought constructive suggestion from the press fraternities. Advisors GS Patnaik and YS Dadwal along with hosts of officials were present during the press meet.

Meanwhile, Rajkhowa has asked the concerned officials of the State Government to work out modalities to ensure regular payment to the Sarva Shiksha Abhiyan (SSA) teachers in the State.

While interacting with representatives of the Sarva Shiksha Abhiyan teachers, who had called on him on Feb 1, the Governor said that the SSA teachers must get their salaries and it should be regular also. He asked the Advisor (F, P & D) and Secretary Education to work out means to address the grievances put forward by the SSA teachers. Earlier, the SSA teachers submitted a three-point memorandum, which included regularization of service, enhancement of pay and disbursement of salary on monthly basis.

 

 

Remove Tuki for a Cong govt, demands rebel Congress

New Delhi, Feb 01: Dissident Congress MLAs in Arunachal Pradesh today demanded the removal of deposed Chief Minister Nabam Tuki from leadership of the CLP so that the party can continue to have a government and ruled out supporting a BJP-led coalition.

The 21 dissident MLAs said they continue to be in Congress and have nothing against party President Sonia Gandhi and Vice President Rahul Gandhi but against the style and functioning of Tuki.

They accused senior party leader V Narayanswami of being responsible for the current political mess.

"We are Congress MLAs. We want a Congress government, not a BJP government. We have nothing against our high command. If Tuki is removed from the leadership, everything will be resolved and a Congress government will be installed in Itanagar," MLA and spokesperson of the rebel group Pasang Dorjee told PTI.

He said the rebels have been waiting for months in vain for an audience with Sonia Gandhi and Rahul.

"But if the Congress leadership agrees to listen to our grievances, we will happily meet them. It is Congress leader Narayanswami, who is in-charge of party affairs in the state, who is putting hurdle. He is completely responsible for not allowing us to meet Congress President and Vice-President," Dorjee said.

Asked whether Congress dissidents would support BJP to form the next government in Arunachal Pradesh, Dorjee said, the question does not arise at all as his group has more MLAs.

"We (Congress rebels) have 21 MLAs and BJP has 11 MLAs.

There are two independent MLAs too. We are ready to take support from anyone as it will be a Congress-led government," he said.

He claimed Tuki has support of just 26 MLAs in the 60-member Assembly.

Asked whether BJP would support a Congress-led government as claimed by him, Dorjee said that in the interest of Arunachal Pradesh, BJP would be ready to support the Congress rebel group. "We are for development of Arunachal Pradesh. BJP is also for development of Arunachal Pradesh. So, why will not they support us?" he said.

Dorjee said they have already projected former Minister and veteran state Congress leader Kalikho Pul as the next Chief Minister of the state. PTI

 

 

SC recalls notice to Rajkhowa

New Delhi, Feb 01: The Supreme Court today recalled its notice issued to Arunachal Pradesh Governor Jyoti Prasad Rajkhowa in cases arising out of imposition of President's Rule in the political crisis-hit hill state.

The bench took the decision at the outset when Attorney General Mukul Rohatgi pointed out the legal position and referred to a 2006 judgment which had held that Governors cannot be asked to join legal proceedings.

Referring to Rohatgi's contention that Governors have "complete immunity" under Article 361 of the Constitution, it said, "We consider is just and appropriate to recall the notice issued to Respondent 2 (the Governor)."

The bench, however, clarified that its order recalling the notice would not "preclude" the Arunachal Governor from filing or putting forth his views before it.

It also said that earlier senior advocate Satpal Jain, appearing for the Governor, had undertaken, in pursuance of court's direction, to file materials leading to recommendation of President's Rule.

It, meanwhile, issued notice to the Centre on fresh pleas of former Chief Minister Nabam Tuki and Congress leader Bamang Felix against imposition of President's Rule. Initially, the bench expressed reluctance in issuing the notice, saying the issues raised in fresh pleas were similar.

Senior advocate Kapil Sibal, appearing for Tuki, said that certain allegations have been made against the former Chief Minister and hence a fresh plea has been filed.

Earlier, the Centre had justified the imposition of President's Rule saying there was "complete breakdown" of governance and law and order in the state where the Governor and his family apprehended "grave danger to their lives".

The Ministry of Home Affairs, in the affidavit, alleged that the Chief Minister and Speaker Nabam Rebia have been playing "communal politics" against the Governor who in his reports had recommended imposition of President's Rule by elaborating sequence of events leading the Congress government becoming a minority. Return seized documents: SC directs Centre

ITANAGAR, Feb 01: The Supreme Court today rejected the Centre's opposition in giving documents seized from deposed Arunachal Pradesh Chief Minister Nabam Tuki and his cabinet colleagues after imposition of President's Rule to them, saying this was the "basic fairness level required for them to assail" the promulgation.

The court directed the Centre to make copies and return "forthwith" by Friday all seized private letters, files and documents to the former CM, Ministers and parliamentary secretaries and are in the custody of the Administrator through the Chief Secretary.

"After hearing counsel for parties at some length, we are of the view that certain records/documents deserve to be furnished to the former Chief Minister, ministers and parliamentary secretaries whose offices have been sealed and from whose offices files/documents have been kept in safe custody," a five-judge constitution bench headed by Justice J S Khehar said.

The bench, also comprising Justices Dipak Misra, M B Lokur, P C Ghosh and N V Ramana, accordingly directed the Centre to make copies of all files and documents were taken from custody of the former CM, ministers and parliamentary secretaries and furnish them the copies.

Further, it said the Centre would furnish the copies of the hard disks of computers, laptops seized from them.

 

 

Moyong assures to provide alternative place to Pasighat market fire victims

PASIGHAT, Feb 01: Local MLA Kaling Moyong today assured the victims of January 27 fire accident at Pasighat Market alternative place for running their business with help of the district administration.

Expressing shock and grief over the disastrous fire accident and the lost incurred by the shopkeepers, Moyong told the victims that it would take time to build new structure but alternative place would be provided with the help of district administration to run their businesses.

He also provided additional relief of fund Rs 5000 each to all 67 victims at Balaji Mandir complex today.

A massive fire on January 27 night gutted 67 shops and partially damaged the attached fruit and vegetable markets.  Earlier in the morning, the MLA along with DDSE Obuk Panor, councilor and party functionaries visited DEM Hr. Sec School and Gandhi Sec School.

At DEMHS School, he shared his pain and handed over Rs three lakhs to the school Principal AP Rukbo for immediate procurement of furniture, stationeries and other required items to run the school without any hitch.

He gave various educational and safety tips to the school community so that such incident is not repeated in future.

At Gandhi Secondary School where nine rooms were gutted on January28 last year (2015), Moyong admitted that at the school urgently needs least two classrooms, one teachers’ common room and auditorium.

Later in an interactive meeting with the teacher, he informed that the matter was taken up last year with the then Education Minister and Chief Minister. They had given full assurance to construct new building but were not materialized till date. However, he gave spot sanction of Rs two lakhs from his MLA LAD fund and advised the school authority for judicious use of it.

Responding to the grievances placed by both the schools, Moyong assured the authorities that he would take up all pending issues, related to school infrastructure in particular with the advisor to the Governor on priorities to redress.

DDSE Obuk Panor informed that he has been invited by the Education Secretary to discuss on various shortcomings and difficulties being faced by the schools in the district.

He assured to spare desks and benches for the schools and urged them to take utmost care to protect school lands from the encroachers. Among others, Councilor Kaling Doruk also had spoken in all visiting places. DIPRO

 

 

Reh celebration starts

ROING, Feb 01: Reh, the major festival of the Idu-Mishmi tribe of Lower Dibang Valley, commenced today with traditional fervour and gaiety across the district, festival goers in their traditional attires creating a mesmerising sight at celebration sites.

The festival which was earlier celebrated at individual levels, was first celebrated in general in 1967, achieved Government recognition in the following year, and since has been a general celebration lasting for 3 days.

"Arunachal Pradesh is the best example of unity in diversity", said Dr Mohesh Chai, MLA Tezu 44th (ST) Assembly Constituency, who had attended the Central Reh Celebration at Cheta Rehko, organised by the Central Reh Celebration Committee 2016 with the IMCLS.

"We should be thankful to our ancestors for keeping our tradition and culture alive, and to pass it on to us. It is our duty and responsibility to further pass on these traditions and culture to the next generation", he added. He also said that all the Mishmis-Idu, Digaru and Miju-  should be united, and congratulated the Mishmi Welfare Society (MWS) to work with dedication on the Mishmi unification theme and for bringing all together to fight for progress, and urged all the tribesmen to support not only in cash and kind, but physically and morally too.

"Refrain from alcohol and drugs. Do not get into bad habits that will destroy your life and your near and dear ones. This is a very competitive era, so create your own opportunity as it will not come knocking at your door. Be alert and give utmost importance to education", Dr Chai advised the youth.

Dr Joram Begi, former Director, Technical and Higher Education, Government of A.P., and Chairman of RIWATCH, appreciated the participation of all age groups in the festival celebration. "Love and respect for one's festival should be instilled in children from a very young age", he said. "Celebrating festivals is a symbol of our unity and strength of our community, and it should always be encouraged, and should be celebrated with a feeling of oneness, understanding the meaning and core value of the festival", he added. Dr Begi also praised the very beautiful traditional attire of the Idu-Mishmis, remembering his days in the Arunachal University, where the attire had won best traditional attire in one of the University's festivals. Dr Sopai Tawsik, Chairman of Mishmi Welfare Society(MWS), Itanagar, informed that 3 years back, with support from senior citizens and patrons of the Mishmi society, the MWS was formed mainly to unite the tribe and work towards preserving it's culture, traditions and heritage, and also to create a common platform for festival celebrations. "Today with help of contributions from the society, we have a land spreading over 5 acres at Jollang village for celebrating our local festivals. Unity is strength", he said.

The Reh mythology was narrated by Assistant Professor Govt. College Yachuli, Dr Rajiv Miso, who said that in the absence of a script, it is only through mythology and folklore that our history is preserved.

Various colourful cultural performances were also presented. Strong messages about 'creating an alcohol free society' and 'stopping child labour', were given out by the children of Nani Mariya Kindergarten School. Various stalls showcasing local handicrafts and textiles, and serving local delicacies, provided a festive sight.

Dr Chai also released the 'Mre-aa-inyi' audio album on the occasion, followed by a performance by the lyricist and music composer of the album, Anyiyu Mena, who said that his main aim behind releasing this album is to keep the Idu-Mishmi language alive.

The festival is being celebrated at Anini, Dibang Valley, reports DIPRO.  

While speaking on the occasion, G. Dopum, EE, PWD has said that most of festival of Arunachal Pradesh is related with crops or economic prosperity and Reh too is festival for economic property. He appealed every walks of life of IDU Community to stress more on agriculture for economic prosperity and well being of whole community. He also appealed to the likeminded people of community to sit together and find out solution of abnormal suicide rate among the tribes.

 

 

Sincere efforts to needed reduce the vector borne diseases: Dr.  Avdhesh Kumar

ITANAGAR, Feb 01: Additional Director, National Vector Borne Disease Control Programme (NVBDCP), GoI, Dr.  Avdhesh Kumar exhorted the programme managers and all the staff of the NVBDCP to put in all sincere efforts in reducing the burden of the vector borne diseases in the villages and communities. He was addressing the opening session of the state level review meeting of NVBDCP at Golden Pagoda, Tengapani, Namsai on January 29.

Highlighting the national scenario of the programme, he informed of new initiatives rolled out by the GoI to strengthen the programme in order to curtail both morbidities and mortalities from malaria and other vector borne diseases like the Dengue, JE and Chikungunya. He observed that the state had reported eight deaths from malaria during 2015.

Dr. Avdhesh also informed that the present GoI under Prime Minister Narendra Modi is a signatory to the Indonesia declaration in bringing down deaths from malaria to ‘Zero-level’ in the country by the year 2030.

He instructed the SPO to take stringent punitive measures to deal with the workers who continue to remain non-performing even to the extent of discontinuing their contractual services. Accountability should not be compromised at any cost, he reiterated.

Namsai Deputy Commissioner RK Sharma pointed out that Namsai being a new district carved out from Lohit only recently needs full support and assistance in creating separate departments in order to carry out all the functionaries as a separate district. He pleaded the department of health to expedite in positioning of all necessary manpower and programmes at the earliest so that a separate data and information of the district can be made available. A separate base-line data of the new district need to be created in order to prepare action plans necessary to administer the district, he said.     

Dr.L.Jampa, SSO-IDSP made a power point presentation on the status of diseases under the NVBDCP viz: Malaria, Dengue, JE and also on the recent detection of Chikungunya which is also a mosquito transmitted disease like dengue.

His presentation also included the status of ‘Scrub Typhus’ which is a newly detected disease in few districts of the state and announced that this disease has been included in the surveillance under the IDSP.

He emphasized that both NVBDCP & IDSP should be well coordinated in surveillance activities of vector borne diseases in both state and district level in a seamless manner.

Dr. Allok Yirang, Jt.DHS cum SPO (NVBDCP) highlighted the status and various indicators of the programme and spelled out the objectives of the meeting in bringing out the core issues for implementation of the NVBDCP in the state as per National Guide lines.

He informed that the state had received from GoI this time Rs 5.5 lakhs of LLIN (long lasting impregnated bed-nets) during the month of January, 2016. All these nets had been delivered directly to the districts and are now being distributed to all the beneficiaries and house-holds.

He requested all the DPOs to complete the task of both distribution of the nets and creating awareness on their usage.

The venue at Namsai was selected because of its high prevalence of malaria reports and also because of its availability of infrastructure to accommodate more than hundred delegates from all the districts.   

The meeting was attended by the NVBDCP units from all the 20 districts of the state represented by the DPOs, MTSs along with the team from the state Hqs. led by Dr. Yirang.

CARITAS India Consortium, which is the NGO partner in the programme in the state, was also represented by their team who actively engage in creating awareness and trainings in all the parts of the state.

The Central Division of the NVBDCP was represented by Dr. Avdhesh Kumar, Addl. Director, NVBDCP, Dr.Pritam Roy and Dr. Shivali Suri, National Consultants for Monitoring & Evaluation, Dr.L.Jampa, State Epidemiologist cum SSO-IDSP also participated in the meeting.

The next two days was devoted to district wise presentations to understand the status of the programme in detail and thereby to plug the gaps and short comings observed and experienced.  

Field visits by both the central and the state team to various health centres at Chongkham, Medo, Wakro under Namsai district is currently under way. The team shall also visit the Zonal Malaria Office (ZMO) at Miao and PHC-Kharsang under Changlang district in the final leg of the tour.

The selection of Namsai for such a state level meeting was appreciated by one and all despite it being far away from the state Hq. The Eco-Resort at Golden Pagoda, Tengapani was a perfect venue which offered serene and peaceful environment with enough comfortable accommodation facilities. The next quarterly state level review meeting is planned to be organized at Ziro.

 

 

Orgs alleges misappropriation of funds

ITANAGAR, Feb 01: The All Mengio Youth Association (AMYA) and All Mengio Unemployed Engineer Union (AMUEU) has in a joint press conference convened at the press club here today alleged the Department of Horticulture, Naharlagun and Yupia of not judiciously utilizing funds amounting to Rs. 1 crore under 2014-15 TFC scheme meant for establishment of large cardamom cultivation and Kiwi fruit garden at Mengio Circle and Sagalee sub-division.

‘Of the total Rs. 1 crore fund sanctioned under TFC funds, only 40 percent were utilized and funds amounting to Rs. 9,50000 (Nine lakhs fifty thousand) meant for establishment of Kiwi garden in Mengio Circle was also misappropriated’, alleged  AMYA President, Gyamar Gunia.

Under the scheme the department has to provide items like garden tools, pesticides, manure, vermicompost, large cardamom suckers and Kiwi graftings but has till now provided only barbed wires to the beneficiaries, he claimed adding that despite repeated complaints to the Papum Pare DC no action has been initiated so far.

While, demanding the department to provide all the items mentioned in the DPR within 20 days, both associations have further sought the state Governor’s intervention into the issue and demanded immediate suspension of erring officials.

AMYA General Secretary Taka Dolu, Convener  Nabam Tapak,  AMUEU general secretary, Tarh Dolu Bai and Vice President  Takam Akin were also present.

 

 

City police seeks public cooperation

ITANAGAR, Feb 01: City Police today reiterated that the deployment of police forces and checking at various naka points were to ensure safety and security of common public and make sure that no anti-social element can take advantage of the present situation.

Responding to news items on misbehavior and harassment to common citizens during such checkings, Capital SP Devender Arya informed that all the officers of civil police, IRBn and CRPF have been briefed in this regard and given them advisories on checking of vehicles and individuals at various Naka Points.

The SP sought full co-operation from the citizens of Capital Complex and also invited feedback/ suggestions from them in this regard.

 

 

Donggin and Ali-Aye Ligang greetings

ITANAGAR, Feb 01: The Governor of Arunachal Pradesh JP Rajkhowa has conveyed greetings on the festive occasion of Donggin and Ali-aye Ligang. He wished that the festivity heralds peace, prosperity and bumper harvest for one and all.

In his message to the people, the Governor said celebrations of festivals not only strengthen the spirit of unity but also reinforce our faith in the Almighty. He also expressed his hope that the celebration of these festivals will help in maintaining our cultural uniqueness.  

 

 

Watch out, says AACWA as it warns against NGOs

ITANAGAR, Feb 01: The All Arunachal Contractors Welfare Association (AACWA) has appealed Governor JP Rajkhowa to run administration based on set rules and regulations and not on the suggestions made by some NGOs.

In a release AACWA cautioned Governor that NGOs and associations may use present situation to settle political enmity by using office of Rajbhawan.  “Due to political enmity many associations and NGOs are targeting individual for their self motive and not for the benefit of common society. Therefore if Rajbhawan works as per guidance of vested interest NGOs, it might create trouble in the society,” AACWA said. Further they have welcomed the Governor’s move to give corruption free administration and to make administrative effective. In this regard, the association has urged Governor to immediately appoint Lokayukta in the state so that every common man can lodge complaint against those corrupt persons holding public chairs. AACWA also expressed hope that under president rule’s funds will be equally distributed and no one will be discriminated against due to recent political imbroglio. They also sought strict action against those government officials who use govt vehicle for personal work. The association appealed SP capital to properly advise paramilitary posted in the state not to misbehave with locals and don’t hurt the sentiment of tribal community.

ITANAGAR, Feb 01: The auspicious holy occasion of Poi-Leng (Ceremonial Chariot) for the last Rite of Late Ven. Nyanapriyo Bhikkhu Mahathero of Port Blair, Andaman has been fixed from February 8-10  at Poi-Leng Ground, Namsai.

Ven Mahathero breathed his last in the Pariyati Sasana Buddhist Vihara Namsai on January 8 last.

He was 68 and originally hailed from Panjan, Jorhat, Assam. He was the head monk in Theravada Buddhist Temple in Port Blair, Andaman.

Hoisting of World Buddhist Flag at Poi Leng Ground, Installation of mortal remaining of Late Ven Nyanapriyo Bhikkhu Mahathero in the ceremonial chariot, Dhamma Sabha, Khamsin Thomtra, offering of food to Bhikkha Sangha, Pulling of the Ceremonial Chariot, Cremation of mortal remaining of Late Ven Nyanapriyo Bhikkhu Mahathero, display of cultural programmes and illumination of candles and lamps are some of the programmes to be organized during the 3 days programme.

 

 

Enquiry into PMGSY road work sought

ITANAGAR, Feb 01: Alleging gross negligence of DPR in carrying out the 37 km-long Banderdewa, Tarajuli to Chakma-II (Hollongi) in 2011-2012 long road construction work under PMGSY, the Nyishi People’s Forum (NPF) has today urged the state Governor to immediately set up an inquiry committee against the construction agency. The NPF, in a release today alleged the Assam-based construction agency of not adhering to DPR rules while carrying out the Rs. 2869.26 lakhs project work and making bogus bills against a total of 4 Km long road, which it had not constructed.

‘Of the 4km long road 1 Km road from Joypur Pachola to Durpang has been constructed by Rural road division, Public Works Department of Assam while, another 3km is the existing road from Banderdewa Niya colony upto Potung village which was constructed by the forest department under TFC road 2013-14’, the NPF claimed.

 

 

ITP for Upper Subansiri concludes

Daporijo, Feb 01: Block Level Intensive Training Programme (ITP) on Capacity Building for poverty reduction exercise for Upper Siang has concluded with holding of the programme for Limeking/Taksing, Nacho and Siyum blocks which was held from Jan 27-30.

Panchayat leaders, frontline govt. functionaries, SHG leaders and its federations, NGOs, were trained.

The training concentrated on basis sensitization on Intensive Training Programme in the indentified core sectors namely, rural livelihood, primary health in rural areas, drinking water and sanitation and education in rural areas under 100% sponsorship of Government of India.  

Tamar Baki, Master Trainer cum District Training Coordinator (ITP Project) gave a briefing about the need and major objectives of the ITP programme including importance of planning process; role and responsible of Panchayati Raj Institute;  managerial skills in leadership.  DIPRO

ITANAGAR, Feb 01: Bharatiya Kisan Sangh, (BKS) Arunachal Pradesh has appealed the Director, Department of Horticulture, GoAP to pay adequate compensation to the orange growers of East Siang, Upper Siang and Wakro and Toru Circle under Lohit and Papum Pare districts respectively, who recently suffered heavy loss due to drying up of their orange orchards.

In a release today, the BKS has said that with the sudden drying up of orange orchards the financial condition of the growers has deteriorated and urged the concerned District Horticulture Officers to make spot verification of the orchards to assess the actual loss incurred.

 

 

Swami Vivekananda’s 154th Birthday Celebration

AALO, Feb 01:  The 154th birthday of Swami Vivekananda was observed  at Ramakrishna Mission, Aalo on January 31.

The programme started with Vedic chanting and Stotras by monks followed by reading of life and teachings of Swami Vivekananda.

A photo exhibition on life and teachings of Swami Vivekananda was also arranged for the visitors.

In the evening, special ‘Arati’ was performed along with ‘Sankirtan’ and bhajans.

Srimat Swami Purnajnanananda, the Secretary RK Mission dwelt at length on the life and teachings of Swami Vivekananda.

‘Puja’, ‘Homa,’ devotional songs by monks, staff and students and devotees from Darka village were performed during the day long celebration. DIPRO

 

 

Gender Equality and Child Rights

ITANAGAR, Feb 01: A 3 day Policy Conclave on Gender Equality and Child Rights was organised by the LBSNAA, Mussorie, National Gender Centre, in collaboration with the UNICEF and UN WOMEN, Delhi, from Jan 28-30.

The event which brought together academicians, civil societies, representatives from the state and the Central Government to deliberate on realization of child rights, gender equality and rights of women and children with different abilities, was attended by Deputy Commissioner Kurung Kumey, Mamata Riba representing Arunachal Pradesh.

Renowned Development Experts Dr Gita Sen, Director Public Health Foundation of India, Dr Binayak Sen, Gender Experts Indira Jaising and Flavis Agnes were among those who spoke at the conclave.

 

 

Papum Pare gears up for de-worming prog

YUPIA, Feb 01: An estimated 91161 children of 1- 19 years in Papum Pare district have been targeted during de-worming programme under National De-Worming Day.

All the children enrolled in Anganwadi centres, schools, both government and public/private will also be covered.

Papum Pare Deputy Commissioner Tai Kaye, who chaired a district level coordination meeting cum orientation programme for the February one National De-Worming Day (NDD) here today, assured the administration’s full support and cooperation for effective implementation of the de-worming programme in the district.

The national de-worming programme will be launched in the district on February 10 and continued till February 15.

Dr. S. Ronya briefed about the aims and objectives of observing deworming day while Dr. J. Ado, DRCHO Yupia gave a detailed presentation on NDD and the importance of the deworming  programme.

The meeting also took note of the coincidence of the NDD with school examinations which may affect the programme. However, the DDSE (i/c) has assured full cooperation and order will be issued from their side to all the concern school teachers for full cooperation during NDD period. DIPRO

 

 

DC issues order to auction off stray animals

ZIRO, Feb 01: Lower Subansiri District Administration has decided to auction off stray animals within Ziro-Hapoli Township after the owners failed to comply with order directing them repeatedly to keep their animals from going astray.

The District Magistrate has issued an order authorizing Bazaar Welfare Committee, Hapoli to take initiatives to move out stray animals (cattle) from Ziro-Hapoli Township. While exercising this order, the Committee can either impose fines on owners of stray animals or dispose off the animals through public auction.

The measure has been taken to make the roads free from stray animals, which often create traffic problem and cause accidents.

Meanwhile, the district administration has carried out a massive eviction drive at MG road traffic point in the heart of Hapoli town to improve and increase the parking area for the public convenience today.

Deputy Commissioner Darang has warned of more eviction drives in the future. DIPRO

 

 

DC makes whirlwind tour of interior villages

 AALO Feb 01:   West Siang Deputy Commissioner Pige Ligu visited Gensi Circles along with hosts of government officers and senior officers from NHPC  to take stock of the pace of developmental activities in interior areas.

Addressing a series of public meeting during this two days visit, Ligu stressed on timely completion of highway works near Garu, proper and immediate execution of all roads on need based and infrastructures like, 40-bed Girls’ Hostel under MSDP at Taramori, proper execution of bridge funded by NHPC and constructed by PWD department under relief and rehabilitation package.

We need to expedite the pace of development in interior areas to do away the sense of alienation to connect them with the mainstream, he said.

The DC also had detail interactions with the project affected people of Gingi and Siberite and appealed them to cooperate with the Executing Agencies. DIPRO

JNC donates benches, desks to DEMGHSS

ITANAGAR, Feb 01: JN College (JNC), Pasighat has donated 15 pairs of desk and bench and an almirah to fire devastated D. Ering Memorial Higher Secondary School as a relief measure. The items were handed over to the school authority by a team of the college sent by principal Dr.Tayek Talom.

Meanwhile, Marina Lego, a B.Sc semester-I student of JNC, Pasighat topped the state level essay competition on the topic ‘Role of youth in promoting national integration and communal harmony ‘ sponsored by Ministry of Home Affairs, New Delhi.

Governor of Arunachal Pradesh presented her the award on the Republic Day celebration at Itanagar, according to a release from JNC, Pasighat.

 

 

Mock drill training on earth quake and fire for the staffs of DC

PASIGHAT, Feb 01: A mock drill on disaster management and preparedness in case of earthquake and fire was held for the staff of Deputy Commissioner’s office  in the Kebang hall here today.

DDMO Genden Tsomu stressed on disaster preparedness, particularly earthquake, as there is every possibility of tremors of high intensity as the Arunachal falls under high seismic zone-5. She explained in details through PowerPoint on safety tips/awareness, precautions in case of natural disasters like earthquake and fire.

She also informed that since there is frequent occurrence of fire accidents in Pasighat township, people should be educated about the dos and don’ts during fire accidents. She instructed people to follow Drop-Cover- Roll system whenever a person’s clothing catches fire.

The DDMO appealed to all to take the mock drill seriously and save oneself and others.

ASI, Nyong Minno, I/c, Fire Station informed that most of fire accidents occur due to negligence. He appealed to all to remain alert, take all precautionary measures and be cautious while handling fire. DIPRO

 

 

Students demand early construction of PHE, WS building

ITANAGAR, Feb 01: Galo Students' Union (GSU) in a representation to the Superintendent Engineer, PHE, Bene, West Siang district demanded early construction of divisional office building and quarters for the newly established PHE & WS Division at Likabali.

A notice should be floated immediately inviting tender for construction of the buildings and quarters under the norms of district based entrepreneur and professional tender without split tendering, demanded the representation.

GSU maintained that lack of divisional office at Likabali is causing much hardship to the public of concern area.

In the mean time, GSU has welcomed the imposition of President’s Rule in Arunachal Pradesh. It appealed to the concern authority under President’s Rule to deploy special flying squad in all the Galo inhabited areas to check the absenteeism by HODs and staff from their respective offices. It also appealed to the concern authority for strict monitoring of various developmental schemes and programmes meant for the benefit of the common masses in all the Galo inhabitated areas.

 

 

Pooja Jain takes charge as DC Papum Pare

YUPIA, Feb 01: Pooja Jain today took over as the Deputy Commissioner Papum Pare district.

Shortly after taking the charge, she called a meeting of all the officers and had one to one interaction with them. She asked the officers to maintain strict discipline and work culture in office.

She further asked them to share the information and issues which needs argent attention and to work in close co-operation with each other.

The DC  also asked the officers to remain alert on law and order situations in  view of  the President’s  Rule in the state.DIPRO

 

 

ANSU demands inquiry

ITANAGAR, Feb 01: All Nyishi Students’ Union(ANSU)  has demanded an inquiry into death of three persons in a fire accident at Bate village under Papum Pare district recently.

An ANSU team led by its president Byabang Joram yesterday visited the fire accident site at Bate village and took stock of the situation.

Three persons of a family were charred to death in the devastating fire accident, who were identified as Bake Tagin, his wife Bake Ana and their 4-year-old daughter Bake Nime, ANSU informed.

The family hailed from Yarba village, Parsi Parlo circle of Kurung Kumey district.

The ANSU also urged the administration for providing immediate relief package and ex-gratia to the relatives of the fire victims.

 

 

1st State Level Judo Championship

ITANAGAR, Feb 01: Arunachal Judo Association will organize the 1st State Level Judo Championship-2016 on February 20 and 21 at Sangay Lhaden Sports Academy, Main Indoor Hall at Chimpu.

The state Judo team for the ensuing national level North East Games-2016 under Rajiv Gandhi Khel Abhiyan (RGKA) scheduled to be held from March 2 to 7 at Imphal, Manipur will be selected through this state level championship.

 

 

14 AR organizes national integration tour

CHANGLANG, Feb 01: DIG Arunachal Range, Brigader Govind Kalwad of 14 Assam Rifles today flagged off National Integration Tour of school children to Kolkata  from Changlang today.

The tour is a part of MCA Project of the army aimed at providing exposure to culture heritage, traditions and infrastructural development of the country to the children of Arunachal Pradesh.

The team comprises 20 students accompanied by an Assam Rifles Officer, two Jawans and two teachers from the local schools of Jairampur, Khonsa and Changlang districts.

The students will be visiting Howrah Bridge, Fort Williams, Eden Garden, Birla Mandir and other historical places. DIPRO

 

 

Crop management training

ITANAGAR, Feb 01: Krishi Vigyan Kendra, Anjaw organised a day long training programme on Crop Management of Pea for Higher production at Metengliang on Jan 30.

All together 35 farmers attended the training programme. Khoisnam Naveen (SMS, Agronomy) educated the farmers on pea production as well s need to adopt more pulse crops.

 Senpon Ngomle(SMS, Plant Protection) and Soibam Peter Singh (SMS, Social Sciences) spoke about oyster mushroom cultivation and benefits of formation of Self Help group.

Exercise restrains

The report of an IAS officer being ill treated by security forces in Itanagar during security checking is not a good sign.  As per the media report police personnel is reported to have misbehaved with the officer even after he gave his identity. The incident raises serious question mark. If an IAS officer is treated this way, imagine what plight the ordinary people must be going through. Ever since the president rule was imposed in the state many had feared of excesses from security forces, in particularly from the paramilitary.  

It's been just a week since PR has been imposed and already complaint against security forces are pouring in from various parts of capital complex. It is alleged that besides behaving very rudely, the security forces are using foul and abusive languages. In a sensitive state like Arunachal, security forces should be very careful about how they behave with the locals. Especially while dealing with women they need to be extra careful. Unlike other North Eastern states like Manipur or Nagaland, Arunachal never witnessed any kind of armed conflict. People of this state are not used to presence of so many security forces in the civilian area. Therefore even slight misunderstanding might provoke and led to eruption of anger. Keeping this in mind administration should exercise maximum restrain and also pass on necessary instruction to the security forces not to harass the innocent citizens.

Governance has been reeling under extreme arbitrariness

Dear Editor,

Imposition of the President’s Rule is wrongfully described by some sections of people as killing of Democracy. But Article 356 empowering proclamation of President’s Rule is a rightful provision contained in the Constitution of our Democratic Republic itself.

So, invoking of Article 356 under appropriate circumstances is also a vital Constitutional exercise to strengthen the Democracy and not an act of killing it, because the public mandate in itself are also required to be exercised in constitutional and lawful ways rather than arbitrary transactions.

Since President’s Rule is enforced in Arunachal Pradesh as warranted by the compelling circumstances to upkeep governance as per Constitution and law, there are the pressing issues which require immediate attentions. The misguided individuals who have been sponsoring celebrated lawlessness should reform themselves towards the path of civility and progressiveness. The rule of law deserves to be reinforced and tightened especially at Itanagar Capital Complex and any willful violators should be stringently dealt with Iron hand as per due procedures of law. Appropriate CBI cases should be registered for alleged criminal activities that went reported like kidnapping of individual in the ongoing political turmoil; assault and intimidation to the Governor & his family members; illegal protest and rioting at Raj Bhavan area; illegal protests and blocking of highways forcing a sick patient to die for want of timely medical attention; alleged irregularities and mismanagement of government exchequer; alleged funding and sponsoring of Community Based Organisations and Students Unions to spread lawlessness, nexus between some leaders and underground elements, rampant corruption among others. The premier investigation agency needs to be unleashed in the state for a thorough investigation and exemplary prosecution of willful wrong doers against the rule of law. Then, the appointment of Lokayukta and its swift functioning carry emergent importance to check rampant corruption which is insidiously eating into all developmental activities.

Ubiquitously mushrooming tall buildings of politicians, government officers & officials and their relatives among others just makes people wonder whether these class of people are entitled to some kind of secret extra-legal financial support to be indulgent, though law doesn’t support disproportionate earning beyond legitimate means let alone the pompous display of such ill gotten gains.

The strange grandeur of such pompous display of ill gotten wealth in the state has rather disillusioned and mesmerized the popular thinking as if such illegality are worthy of celebration and emulation rather than imprisonment and punishment.

There needs to be a real crackdown upon disproportionate assets rampantly mushrooming in the state including swift according of prosecution sanction, hitherto tightly constrained by the nexus of the elected cabinet and corrupted bureaucracy.

The unpaid government contractors & suppliers, unpaid students and the stipends, unpaid government contractual employees, unimplemented features of Pay Commission among others also deserves accommodating and fulfilling actions since they have been deprived for too long unduly.

Then the halted ongoing developmental projects in this border state will require fresh lease of life with fresh financial infusions. Visionaries of our Democratic Republic and framers of the Constitution intended every citizen of the Republic to be well versed with the Constitution rather than the Constitution being shielded and transacted only within four walls by the Judiciary and advocates so as to achieve noble goals behind constitution of Indian Republic i.e, collective excelling of people in all spheres of activity.

The Supreme Court ruled that, it is well accepted by the thinkers, philosophers, academicians that the Constitution needs to be educated to the people and educated with excellence to achieve golden goals of Indian Republic. Fundamental duties under Article 51A says that, it shall be duty of every citizen to abide by the Constitution and respect its ideals and institutions.

The education system in the state as well in the whole country is seriously and mysteriously deficient in its approach to impart comprehensive education about Indian Polity & Constitution to the general students and common citizen with exception to those in legal institutions.

And there is great need to infuse education reform and inculcate comprehensive education about Indian Polity at all educational institutions towards collective enlightening of the people.

The Civil Societies and Students Unions are expected to play a proactive role in urging the state to bring much needed educational reforms rather than meddling into political fights with unwarranted activities. The governance system in the state has been reeling under extreme arbitrariness and in dire need of some sweeping reforms.

The imposition of President’s Rule in the state seems to be a God sent development with a ray of hope for rejuvenation of constitutional and lawful governance in paramount interest of the people.

Clean Arunachal Campaign

Dear Editor,

The Government’s “Clean Arunachal Campaign” from Feb 1-13 is indeed a welcome step. We all need to support this noble campaign.

However, I would like to appeal all the citizens especially the educated and elites to bring awareness to all the inhabitants in the twin capital town. Without the active participation all the inhabitants, cleaning the town only by govt. employees would not serve purpose. We should continue cleaning our surroundings beyond 13th February also. We talk of ‘Smart City’, but when we ourselves do not keep the surrounding clean, we cannot think of such cities. Only cleaning of garbage will not serve the purpose as one of the major problems seen in capital town is open defecation by some inhabitants. People construct toilets but do not construct septic tanks and dispose human excreta directly into the nearby drain thereby creating un-hygienic and foul smell all over. Even if septic tanks are there, it is not properly maintained and one can see leakages all over. Such cases are seen in abundance in Gandhi market area of Itanagar. No doubt that’s why Gandhi market is often called ‘Gandha’ market. Another big issue is rearing of pigs. Pigs are left open in the residential areas which create huge nuisances. Slaughtering of pigs in road is an open practice here.  As a result of the above practices, it becomes difficult for us to open our room windows. We preach of ‘Sauchalaya’ in the remote villages, but forgot to bring awareness among Capital dwellers. We call ourselves educated, civilized, modern and imitate all the advanced western countries culture, but we forget to keep our surroundings clean.

I would like to appeal all the intellectuals, leaders, students and general public of capital town to introspect and keep our surroundings clean. I also urge the Zone Commanders, Zonal Officers, Councillors and Bazar committees, who are spearheading the campaign to look into the above cases and stop the practice of open defecation and rearing of pigs to keep the dignity of the town which is the Capital town of a state. Let us not make Itanagar look like a remote village.

Clarification

Dear Editor,

In response to the allegation of mismanagement of fund amounting to Rs 2303.01 lacs in construction of motorable suspension bridge over Siang River at Sangam in between BRTF Road and Komsing village in Siang district published in Readers’ Forum of this daily on January 25 last, it is hereby clarified that the project was sanctioned by Ministry of DoNER, under NLCPR vide Letter No. DNER/NLP/AP/90/2006 Dtd. 26-09-2007 amounting to Rs. 1834.41 Lacs including state share. The first installment of Central share of Rs. 577.84 Lacs was released in the year 2007 vide letter No. DNER/NLP/AP/90/2006 Dtd. 26-09-2007 and the 1st installment was released from State Government vide No. SPWD/W-15/NLCPR/2007-08/330 Dtd. 01-04-2008. But due to delay in finalization of approved Drawings and award of tender the expenditure was fully not utilized by the department within the targeted time.

Accordingly, 2nd installment of Rs. 652.04 Lacs was released in the month of March’ 2012, after 5 years from the date of sanction vide No. DoNER/NLP/AP/90/2006 Dtd. 09-03-2012 and Rs. 140.00 Lacs have been released from State share in two installments. Accordingly Rs. 1229.88 Lacs of Central share and Rs. 140.00 Lacs of State share have been released so far and the release amount was utilized against the  project work. Balance amount of Rs 464.53 Lacs (Central share Rs. 421.09 Lacs and State Share    Rs.   43.44 Lacs) under 3rd installment is yet to be released. Therefore, question of spending an amount of Rs 2303.01 lacs does not arise.

 It if further clarified that the parameters of measurement of the said bridge is not done on plinth area basis. The measurements are done item wise, such as main Anchor, Tower foundation, Wind Anchor, Bridge superstructure, etc.

The completion of project works  has been delayed due to late release of fund, delay in finalization of approved drawings and award of tender and due to due to heavy rain fall during Monsoon period.

Let’s choose a wise one

Dear Editor,

Through your esteemed daily, I would like to highlight some points on article 356, which refers to imposition of “president rule “according to Indian constitution.

Imposition of article 356 comes to state when state government is not able to function as per the constitution.

Our state has been going through various political crises and to keep the state neutralized, central government has imposed article 356.

So if we have to choose a leader, let’s aim for the knowledgeable and wise one, so we don’t have to face another political crisis and forced into central again.

Because first rain of monsoon could change the weather but second one can cause flood.
