Clean Arunachal Campaign
Itanagar, Feb 01: The Clean Arunachal Campaign with the theme “My city, My pride, I’ll clean it” to mark the 30th Statehood Celebration got off to a successful start on Monday with people from all walks of life participating and taking part in the cleanliness drive.
People were seen enthusiastically participating in the cleanliness drive throughout the Capital Complex. Vehicles from the Itanagar Municipal Council were seen plying till late in the evening collecting garbage from the respective areas to the dumping ground. The clean Arunachal fortnight would be carried out till the 13th of this month.
The campaign which is a brainchild of the Chief Secretary Ramesh Negi foresees a clean and green Arunachal.

YUPIA: Mass cleanliness drive was conducted at DC office headquarter and premises of all other offices under aegis of Clean Arunachal Campaign on Tuesday. Officers and staffs and ITBP personnel enthusiastically took part in the cleanliness drive.

Tawang: In spite of inclement weather coupled with snowfall, large number of people participated in the first day of "Clean Arunachal Campaign" in Tawang. DC himself personally monitored the campaign. Cleaniness drives were also organised in various outpost administrative circles, reports DIPRO.
A mass social service was conducted at Biological Park (Zoo), Itanagar under the guidance of Curator of the Park Raya Flago Taniang.
During the first day of 13 days mass social service programme, they had cleaned the whole length of approach road from Zoo tinali to Main gate of zoo. Apart from zoo staff, public of Lorputu and Ganga villages, executive members of Biological Park Gekar Senyi Protection and Development Committee took part at the event.
Chief Secretary Ramesh Negi who inspected the progress of social service works at Biological Park, Itanagar directed the zoo authority to prepare estimates for CC pavement of 1.5Km approach road of zoo.
I am nobody’s agent: Rajkhowa
ITANAGAR, Feb 01: The Governor of Arunachal Pradesh JP Rajkhowa today said that he has never been part of any political party and he is nobody’s agent.
“I have not been part of any political party ever in my life. People should give specific evidence before alleging me as BJP and RSS agent. I am nobody’s agent,” said Governor.
At his first press conference after taking over the state at Rajbhawan, Rajkhowa further denied allegation that he has cited killing of cow as reason for imposition of President Rule in the state. He clarified that he mentioned killing of Mithun in the report. He also thrashed report published in a Guwahati based daily which had claimed that Rajkhowa worked as advisor to Assam Chief Minister Tarun Gogoi post retirement from government job.
The same report had also alleged that Rajkhowa was a regular visitor at the BJP headquarters in Guwahati.
He also expressed the hope that soon a stable government will take over the reign and said that PR is only a temporary measure.
Rajkhowa informed that law and order has been brought under control in the state since imposition of PR. He also stated that corruption free administration will be main motto of his governance.
Governor further directed the DGP who was present during the press conference to ensure that no citizens are unnecessarily harassed by the security forces. He appealed to the political parties for their fullest cooperation and to have patience. He said that funds including, SIDF, TFC grants etc. will be distributed equitably and rationally, without discrimination. Governor further sought constructive suggestion from the press fraternities. Meanwhile, Rajkhowa has asked the concerned officials of the State Government to work out modalities to ensure regular payment to the Sarva Shiksha Abhiyan (SSA) teachers in the State.
While interacting with representatives of the Sarva Shiksha Abhiyan teachers, who
had called on him on Feb 1, the Governor said that the SSA teachers must get their
salaries and it should be regular also. He asked the Advisor (F, P & D) and Secretary
Education to work out means to address the grievances put forward by the SSA teachers.

New Delhi, Feb 01: Dissident Congress MLAs in Arunachal Pradesh today demanded the
removal of deposed Chief Minister Nabam Tuki from leadership of the CLP so that the
party can continue to have a government and ruled out supporting a BJP-
The 21 dissident MLAs said they continue to be in Congress and have nothing against party President Sonia Gandhi and Vice President Rahul Gandhi but against the style and functioning of Tuki.

SC recalls notice to Rajkhowa
New Delhi, Feb 01: The Supreme Court today recalled its notice issued to Arunachal
Pradesh Governor Jyoti Prasad Rajkhowa in cases arising out of imposition of President's
Rule in the political crisis-
The bench took the decision at the outset when Attorney General Mukul Rohatgi pointed out the legal position and referred to a 2006 judgment which had held that Governors cannot be asked to join legal proceedings.
Referring to Rohatgi's contention that Governors have "complete immunity" under Article 361 of the Constitution, it said, "We consider is just and appropriate to recall the notice issued to Respondent 2 (the Governor)."
The bench, however, clarified that its order recalling the notice would not "preclude" the Arunachal Governor from filing or putting forth his views before it.
It also said that earlier senior advocate Satpal Jain, appearing for the Governor, had undertaken, in pursuance of court's direction, to file materials leading to recommendation of President's Rule.
It, meanwhile, issued notice to the Centre on fresh pleas of former Chief Minister Nabam Tuki and Congress leader Bamang Felix against imposition of President's Rule. Initially, the bench expressed reluctance in issuing the notice, saying the issues raised in fresh pleas were similar.
Senior advocate Kapil Sibal, appearing for Tuki, said that certain allegations have been made against the former Chief Minister and hence a fresh plea has been filed.
Earlier, the Centre had justified the imposition of President's Rule saying there was "complete breakdown" of governance and law and order in the state where the Governor and his family apprehended "grave danger to their lives".
The Ministry of Home Affairs, in the affidavit, alleged that the Chief Minister and Speaker Nabam Rebia have been playing "communal politics" against the Governor who in his reports had recommended imposition of President's Rule by elaborating sequence of events leading the Congress government becoming a minority. Return seized documents: SC directs Centre
ITANAGAR, Feb 01: The Supreme Court today rejected the Centre's opposition in giving documents seized from deposed Arunachal Pradesh Chief Minister Nabam Tuki and his cabinet colleagues after imposition of President's Rule to them, saying this was the "basic fairness level required for them to assail" the promulgation.
The court directed the Centre to make copies and return "forthwith" by Friday all seized private letters, files and documents to the former CM, Ministers and parliamentary secretaries and are in the custody of the Administrator through the Chief Secretary.

Moyong assures to provide alternative place to Pasighat market fire victims
PASIGHAT, Feb 01: Local MLA Kaling Moyong today assured the victims of January 27 fire accident at Pasighat Market alternative place for running their business with help of the district administration.
Expressing shock and grief over the disastrous fire accident and the lost incurred by the shopkeepers, Moyong told the victims that it would take time to build new structure but alternative place would be provided with the help of district administration to run their businesses.
He also provided additional relief of fund Rs 5000 each to all 67 victims at Balaji Mandir complex today.
A massive fire on January 27 night gutted 67 shops and partially damaged the attached fruit and vegetable markets. Earlier in the morning, the MLA along with DDSE Obuk Panor, councilor and party functionaries visited DEM Hr. Sec School and Gandhi Sec School.
At DEMHS School, he shared his pain and handed over Rs three lakhs to the school Principal AP Rukbo for immediate procurement of furniture, stationeries and other required items to run the school without any hitch.
He gave various educational and safety tips to the school community so that such incident is not repeated in future.
At Gandhi Secondary School where nine rooms were gutted on January28 last year (2015), Moyong admitted that at the school urgently needs least two classrooms, one teachers’ common room and auditorium.
Later in an interactive meeting with the teacher, he informed that the matter was taken up last year with the then Education Minister and Chief Minister. They had given full assurance to construct new building but were not materialized till date. However, he gave spot sanction of Rs two lakhs from his MLA LAD fund and advised the school authority for judicious use of it.
Responding to the grievances placed by both the schools, Moyong assured the authorities that he would take up all pending issues, related to school infrastructure in particular with the advisor to the Governor on priorities to redress.
DDSE Obuk Panor informed that he has been invited by the Education Secretary to discuss on various shortcomings and difficulties being faced by the schools in the district.

Sincere efforts to needed reduce the vector borne diseases: Dr. Avdhesh Kumar
ITANAGAR, Feb 01: Additional Director, National Vector Borne Disease Control Programme (NVBDCP), GoI, Dr. Avdhesh Kumar exhorted the programme managers and all the staff of the NVBDCP to put in all sincere efforts in reducing the burden of the vector borne diseases in the villages and communities. He was addressing the opening session of the state level review meeting of NVBDCP at Golden Pagoda, Tengapani, Namsai on January 29.
Highlighting the national scenario of the programme, he informed of new initiatives rolled out by the GoI to strengthen the programme in order to curtail both morbidities and mortalities from malaria and other vector borne diseases like the Dengue, JE and Chikungunya. He observed that the state had reported eight deaths from malaria during 2015.

here today alleged the Department of Horticulture, Naharlagun and Yupia of not judiciously
utilizing funds amounting to Rs. 1 crore under 2014-
‘Of the total Rs. 1 crore fund sanctioned under TFC funds, only 40 percent were utilized and funds amounting to Rs. 9,50000 (Nine lakhs fifty thousand) meant for establishment of Kiwi garden in Mengio Circle was also misappropriated’, alleged AMYA President, Gyamar Gunia.
Under the scheme the department has to provide items like garden tools, pesticides, manure, vermicompost, large cardamom suckers and Kiwi graftings but has till now provided only barbed wires to the beneficiaries, he claimed adding that despite repeated complaints to the Papum Pare DC no action has been initiated so far.

In a release AACWA cautioned Governor that NGOs and associations may use present situation to settle political enmity by using office of Rajbhawan. “Due to political enmity many associations and NGOs are targeting individual for their self motive and not for the benefit of common society. Therefore if Rajbhawan works as per guidance of vested interest NGOs, it might create trouble in the society,” AACWA said. In this regard, the association has urged Governor to immediately appoint Lokayukta in the state so that every common man can lodge complaint against those corrupt persons holding public chairs. Farmer’s group seeks compensation for orange growers
ITANAGAR, Feb 01: Bharatiya Kisan Sangh, (BKS) Arunachal Pradesh has appealed the Director, Department of Horticulture, GoAP to pay adequate compensation to the orange growers of East Siang, Upper Siang and Wakro and Toru Circle under Lohit and Papum Pare districts respectively, who recently suffered heavy loss due to drying up of their orange orchards.
In a release today, the BKS has said that with the sudden drying up of orange orchards the financial condition of the growers has deteriorated and urged the concerned District Horticulture Officers to make spot verification of the orchards to assess the actual loss incurred.

Students demand early construction of PHE, WS building
ITANAGAR, Feb 01: Galo Students' Union (GSU) in a representation to the Superintendent Engineer, PHE, Bene, West Siang district demanded early construction of divisional office building and quarters for the newly established PHE & WS Division at Likabali.
A notice should be floated immediately inviting tender for construction of the buildings and quarters under the norms of district based entrepreneur and professional tender without split tendering, demanded the representation.
GSU maintained that lack of divisional office at Likabali is causing much hardship to the public of concern area.
In the mean time, GSU has welcomed the imposition of President’s Rule in Arunachal Pradesh. It appealed to the concern authority under President’s Rule to deploy special flying squad in all the Galo inhabited areas to check the absenteeism by HODs and staff from their respective offices. It also appealed to the concern authority for strict monitoring of various developmental schemes and programmes meant for the benefit of the common masses in all the Galo inhabitated areas.

CHANGLANG, Feb 01: DIG Arunachal Range, Brigader Govind Kalwad of 14 Assam Rifles today flagged off National Integration Tour of school children to Kolkata from Changlang today.
The tour is a part of MCA Project of the army aimed at providing exposure to culture heritage, traditions and infrastructural development of the country to the children of Arunachal Pradesh.
The team comprises 20 students accompanied by an Assam Rifles Officer, two Jawans and two teachers from the local schools of Jairampur, Khonsa and Changlang districts.

Exercise restrains
The report of an IAS officer being ill treated by security forces in Itanagar during security checking is not a good sign. As per the media report police personnel is reported to have misbehaved with the officer even after he gave his identity. The incident raises serious question mark. If an IAS officer is treated this way, imagine what plight the ordinary people must be going through. Ever since the president rule was imposed in the state many had feared of excesses from security forces, in particularly from the paramilitary.
It's been just a week since PR has been imposed and already complaint against security forces are pouring in from various parts of capital complex. It is alleged that besides behaving very rudely, the security forces are using foul and abusive languages. In a sensitive state like Arunachal, security forces should be very careful about how they behave with the locals. Especially while dealing with women they need to be extra careful. Unlike other North Eastern states like Manipur or Nagaland, Arunachal never witnessed any kind of armed conflict. People of this state are not used to presence of so many security forces in the civilian area. Therefore even slight misunderstanding might provoke and led to eruption of anger. Keeping this in mind administration should exercise maximum restrain and also pass on necessary instruction to the security forces not to harass the innocent citizens.

Governance has been reeling under extreme arbitrariness
Dear Editor,
Imposition of the President’s Rule is wrongfully described by some sections of people as killing of Democracy. But Article 356 empowering proclamation of President’s Rule is a rightful provision contained in the Constitution of our Democratic Republic itself.
So, invoking of Article 356 under appropriate circumstances is also a vital Constitutional exercise to strengthen the Democracy and not an act of killing it, because the public mandate in itself are also required to be exercised in constitutional and lawful ways rather than arbitrary transactions.
Since President’s Rule is enforced in Arunachal Pradesh as warranted by the compelling circumstances to upkeep governance as per Constitution and law, there are the pressing issues which require immediate attentions. The misguided individuals who have been sponsoring celebrated lawlessness should reform themselves towards the path of civility and progressiveness. The rule of law deserves to be reinforced and tightened especially at Itanagar Capital Complex and any willful violators should be stringently dealt with Iron hand as per due procedures of law. Appropriate CBI cases should be registered for alleged criminal activities that went reported like kidnapping of individual in the ongoing political turmoil; assault and intimidation to the Governor & his family members; illegal protest and rioting at Raj Bhavan area; illegal protests and blocking of highways forcing a sick patient to die for want of timely medical attention; alleged irregularities and mismanagement of government exchequer; alleged funding and sponsoring of Community Based Organisations and Students Unions to spread lawlessness, nexus between some leaders and underground elements, rampant corruption among others. The premier investigation agency needs to be unleashed in the state for a thorough investigation and exemplary prosecution of willful wrong doers against the rule of law. Then, the appointment of Lokayukta and its swift functioning carry emergent importance to check rampant corruption which is insidiously eating into all developmental activities.

The strange grandeur of such pompous display of ill gotten wealth in the state has rather disillusioned and mesmerized the popular thinking as if such illegality are worthy of celebration and emulation rather than imprisonment and punishment.
There needs to be a real crackdown upon disproportionate assets rampantly mushrooming in the state including swift according of prosecution sanction, hitherto tightly constrained by the nexus of the elected cabinet and corrupted bureaucracy.
The unpaid government contractors & suppliers, unpaid students and the stipends, unpaid government contractual employees, unimplemented features of Pay Commission among others also deserves accommodating and fulfilling actions since they have been deprived for too long unduly.
Then the halted ongoing developmental projects in this border state will require fresh lease of life with fresh financial infusions. Visionaries of our Democratic Republic and framers of the Constitution intended every citizen of the Republic to be well versed with the Constitution rather than the Constitution being shielded and transacted only within four walls by the Judiciary and advocates so as to achieve noble goals behind constitution of Indian Republic i.e, collective excelling of people in all spheres of activity.
The Supreme Court ruled that, it is well accepted by the thinkers, philosophers, academicians that the Constitution needs to be educated to the people and educated with excellence to achieve golden goals of Indian Republic. Fundamental duties under Article 51A says that, it shall be duty of every citizen to abide by the Constitution and respect its ideals and institutions.
The education system in the state as well in the whole country is seriously and mysteriously deficient in its approach to impart comprehensive education about Indian Polity & Constitution to the general students and common citizen with exception to those in legal institutions.
And there is great need to infuse education reform and inculcate comprehensive education about Indian Polity at all educational institutions towards collective enlightening of the people.
The Civil Societies and Students Unions are expected to play a proactive role in urging the state to bring much needed educational reforms rather than meddling into political fights with unwarranted activities. The governance system in the state has been reeling under extreme arbitrariness and in dire need of some sweeping reforms.
The imposition of President’s Rule in the state seems to be a God sent development with a ray of hope for rejuvenation of constitutional and lawful governance in paramount interest of the people.

However, I would like to appeal all the citizens especially the educated and elites
to bring awareness to all the inhabitants in the twin capital town. Without the active
participation all the inhabitants, cleaning the town only by govt. employees would
not serve purpose. We should continue cleaning our surroundings beyond 13th February
also. We talk of ‘Smart City’, but when we ourselves do not keep the surrounding
clean, we cannot think of such cities. Only cleaning of garbage will not serve the
purpose as one of the major problems seen in capital town is open defecation by some
inhabitants. People construct toilets but do not construct septic tanks and dispose

In response to the allegation of mismanagement of fund amounting to Rs 2303.01 lacs
in construction of motorable suspension bridge over Siang River at Sangam in between
BRTF Road and Komsing village in Siang district published in Readers’ Forum of this
daily on January 25 last, it is hereby clarified that the project was sanctioned
by Ministry of DoNER, under NLCPR vide Letter No. DNER/NLP/AP/90/2006 Dtd. 26-
Accordingly, 2nd installment of Rs. 652.04 Lacs was released in the month of March’
2012, after 5 years from the date of sanction vide No. DoNER/NLP/AP/90/2006 Dtd.

Dear Editor,
Through your esteemed daily, I would like to highlight some points on article 356, which refers to imposition of “president rule “according to Indian constitution.
Imposition of article 356 comes to state when state government is not able to function as per the constitution.
Our state has been going through various political crises and to keep the state neutralized, central government has imposed article 356.
So if we have to choose a leader, let’s aim for the knowledgeable and wise one, so we don’t have to face another political crisis and forced into central again.
Because first rain of monsoon could change the weather but second one can cause flood.
